Daytime temperatures in Seoul in January typically sit around 0–8°C, but the wind between tall buildings makes it feel considerably colder than that. This changes what you should prioritise. In Hokkaido you are fighting cold air. In Seoul you are fighting moving cold air, and moving air strips heat away much faster. Do you need snow boots for Seoul? Usually not, unless there is snow forecast during your stay. Seoul gets snow but it is often cleared quickly in the city centre. Shops, restaurants and the subway are heated, often aggressively. You will go from freezing to overheated in the space of a doorway, several times a day.
